Strengthening Climate Transparency in the Waste and AFOLU Sectors

INECC and GIZ update the INEGYCEI calculation sheets as part of the BTR

In December 2024, Mexico submitted its first Biennial Transparency Report (BTR) to the United Nations Framework Convention on Climate Change (UNFCCC), as part of its commitments under Article 13 of the Paris Agreement. This document aims to strengthen climate transparency by systematizing updates to the National Greenhouse Gas and Compound Emissions Inventory (INEGyCEI); tracking progress on the Nationally Determined Contribution (NDC); providing relevant information on adaptation; outlining means of implementation; and integrating gender and human rights perspectives.

In this context, the National Institute of Ecology and Climate Change (INECC), through a cooperation agreement with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH (German Technical Cooperation), the NDC Partnership, and with support from ALLCOT, carried out a process to strengthen the INEGyCEI in the waste and Agriculture, Forestry and Other Land Use (AFOLU) sectors.

The project’s main goal was to generate high-quality, reliable data with components for Measurement, Reporting, and Verification (MRV) of national emissions, to update the INEGyCEI in the mentioned sectors. This will enable INECC and the Ministry of Environment and Natural Resources (SEMARNAT) to report more accurate emissions data, including historical series, and ensure the quality of information submitted to the UNFCCC. As a result, the country will have the most up-to-date data to support climate decision-making and implement effective measures to reduce greenhouse gas and compound emissions (GHGCE).

The project results were presented on April 10, with participation from representatives of INECC, SEMARNAT, GIZ, the NDC Partnership, and ALLCOT. The initial findings were included in the first BTR, and the final results will be integrated into the updated INEGyCEI and Mexico’s second BTR (BTR2).
